It devolved during our study, that while the main experiment is still considered to be the thermal convection experiment discussed in our original Expression of Interest, there are now a very substantial set of other, important and fundamental experiments which can be done with the large cryostat proposed for the convection experiment. Typical scientific issues to be addressed in the facility will be discussed. The proposed facility is possible only because of the advanced cryogenic technology available at the SSCL. The facility will be a unique national resource for studies of high-Reynolds-number and high-Rayleigh-number and high Rayleigh number turbulence phenomena, and is one of the six items determined as suitable for potential funding through a screening of Expressions of Interest. This study reports the research and development opportunities in such a project, the technical requirements and feasibility of its construction and operation, and the costs associated with the needed facilities and support activities. This is a report prepared by a group interested in doing research in thermal convection using the large scale refrigeration facilities available at the SSC Laboratories (SSCL).
